XVII International Scientific and Practical Conference “Management of the XXI Century: Education in the Digital Economy” November 19-21, 2019

Rector of Russian State Pedagogical University named after A.I. Herzen Sergey Igorevich Bogdanov welcomed the participants at the opening of the conference, emphasizing the importance of the event for the university, city and country. “The best practices that you will talk about should be implemented in the educational cluster management system,” said Sergei Igorevich. – It is no coincidence that the conference takes place at the Russian State Pedagogical University. A.I. Herzen: no other university produces so many specialists for so many regions of the Russian Federation; we are developing a program related to education in the regions. ”

Deputy Secretary General of the Eurasian Peoples’ Assembly, President of the Association of Education and Science Managers Mikhail Vasilievich Fedorov opened the plenary meeting, delivering a report “The University as a Center for International Scientific Cooperation in the Digital Society”.

Section 1 “Digital economy: the integration of business, government, science and education”
The section discussed a wide range of issues related to integration processes, which are determined by the formation and development of the digital economy. The speech of the assistant professor of the Southern Federal University A.D. Murzin was dedicated to the integration of science, education and business to overcome the personnel shortage for the digital economy. The lively interest and active discussion was caused by the presentation of the representatives of the HR agency LLC Soter O.M. Malakhieva and A.K. Weibert “Designing digital competencies: trends and trends.” Professor of St. Petersburg State Polytechnic University, director of the Scientific and Technical Enterprise Hydroprivod LLC A.V.Ashchuelov shared his practical experience in combining the processes of education, science and business in the technical field, paid special attention to acute problems of overcoming formalism and bureaucracy in the higher education system. The speech of the assistant professor of the N.Pastukhov State Academy of Industrial Management N.V. Sorokina was dedicated to the effective mechanisms for the implementation of national projects in the field of the digital economy. D.A.Solodovikov, Head of the Department of Geography and Cartography of Volgograd State University, presented the implementation experience and prospects for the development of modern approaches to the organization of educational practices in science education. Senior researcher at the Space Research Institute of the Russian Academy of Sciences, associate professor of the Department of Geography and Cartography of Volgograd State University S.S. Shinkarenko spoke about the unique experience of using geoinformation technologies in managing the agro-industrial complex of the Volgograd Region. All presentations aroused great interest and were actively discussed. Participants noted the relevance of the formation of specific “digital competencies”, came to a consolidated conclusion about the need to implement and develop successful practices for integrating power, business, science and education in a digital economy. The moderators of the section were Professor A.V. Dolmatov and Professor O.Ya. Gelikh.

Section 2 “QUALITY MANAGEMENT OF THE EDUCATIONAL PROCESS IN THE DIGITAL CONTEXT: NEW FORMATS”
The quality of education is closely connected with educational technologies and infrastructure – a conversation was held among the participants in the section: I. Koryagina (Ivanovo State Medical Academy) suggested discussing the new components of an independent assessment of the quality of education at a university in a digital context, T. Fedoseyeva (GAPM named after N.P. Pastukhov) presented the experience of using digital resources for marketing educational programs, L. Gushchina (GAAPM named after NP Pastukhov) presented a point of view on the problem of risk management in an educational organization in the realities of the digital space. Dyakonova I.A. (Northern (Arctic) Federal University named after MV Lomonosov) proposed to analyze the requirements for the competencies of the teaching staff in the digital transformation of the university, Aniskina N.V. (GAPM named after N.P. Pastukhov) suggested directions for the professional development of a teacher in digitalization, Rubtsova OL (RGPU named after A.I. Herzen) outlined the problems of the formation of new competencies of teachers in the digital economy. In other reports (15 in total), the problems of using social networks in higher education, information security training, teaching methods and other topical issues were proposed for discussion. Section 3 “Economics and management of education in the context of digitalization”
In the course of the section, the problems of the geographical localization of the centers of gravity of higher education institutions were raised (N.K. Gabdrakhmanov). The section repeatedly raised the issues of ensuring the competitiveness of higher education institutions in the context of digitalization (N.V. Pakhomova, K.K. Richter, N.A. Pashkus). The reports analyzed the digitalization conditions and the requirements that they impose on the players of the higher education market (N.A. Pashkus) and institutions of secondary vocational education (Yu.V. Aydarova). The authors of the reports proposed to discuss models for ensuring and assessing the competitiveness of universities in the context of digitalization (P.V. Konyukhovsky, N.A. Pashkus, L.R. Vakhitova). The issues of the use of modern digital technologies in educational activities (Churilina I.N., A.S. Kovaleva), as well as the problems of stimulating educational institutions at various levels to increase competitiveness (I.Yu. Frolova, Yu.V. Zakrevskaya, A. V. Belov).

Section No. 4 “TREND TEACHING TECHNOLOGIES IN STEAM DEVELOPMENT”
Problems of technical education in the digital economy were discussed by Leonova L.A. Section 5 “Problems of the formation and development of human capital 2.0”
The moderators of the section were Professor S.Yu. Trapitsyn and Associate Professor A.O. Kravtsov. The section was attended by representatives of the Herzen State Pedagogical University, West Kazakhstan State University, Don State Technical University, Southern Federal University, St. Petersburg State Polytechnic University and the Higher School of Economics. Problems of understanding the phenomenon of “human capital 2.0.” And its impact on the development of the socio-economic sphere of the state as a whole and hotel organization were discussed. The participants exchanged views on key areas and technologies for the formation of human capital in social systems at various levels.

Section 6 Outcomes of Online Learning in a Digital Economy
Participants were presented the experience of Tomsk State University – one of the leaders in online learning in Russia (G.V. Mozhaeva, Ya.M. Pchelintseva, K.I. Yakovleva). The president of the Union of Distance Learning Professionals, Yuri Nikolaevich Belonozhkin, made a presentation online and supported the discussion. The section was attended by representatives of the Ufa State Oil Technical University, State Academy of Industrial Management (Yaroslavl), Voronezh State University, Russian University of Cooperation, Moscow State Psychological and Pedagogical University, SPbITMO, SPbGEU, Kovrov State Technological Academy named after V.A.Degtyarev, Orthodox St. Tikhon Humanitarian University. Evgeny Yanovsky, co-owner of Show4me.com Music Interaction Network IT company (Cyprus – Great Britain) and graduate of the Institute of Economics and Management Anastasia Yanovskaya, project manager for Ethic Boutique RUSSIA, presented the business point of view regarding requests for digital education. A professional conversation took place interested in the development of online training specialists. The section was moderated by Viktor Vladimirovich Timchenko (RGPU named after A.I. Herzen) and Galina Vasilyevna Mozhaeva (Center for Advanced Research and Development in the Field of Education at the Financial University under the Government of the Russian Federation).

Round table “TRANSFORMATION OF UNIVERSITIES FOR DIGITAL ECONOMY”
Roundtable on November 21, 2019, “Transforming Universities into the Digital Economy: Systemic University Education vs Courses on Digital Platforms,” moderated by the Director of the Center for Financial and Economic Solutions in Education at the Higher School of Economics, Head of the Master’s Program in Higher Education Management Kirill Zinkovsky, – became a real decoration of the international conference “Management of the XXI century: education in the era of the digital economy.” The invited speakers are recognized professionals on the stated topic: Mikhail Puchkov – Vice-Rector for Innovation and Information Technology of the Herzen State Pedagogical University, Andrey Scherbenok – Director of the School of Advanced Studies (SAS) of Tyumen State University, Professor of Practice at the Moscow School of Management Skolkovo , Dara Melnik – researcher and head of the research group at the Education Transformation Center of the Moscow School of Management Skolkovo, Alexander Ostroukhov – corporate director Center, Secretary of the Innovation and Technology Implementation Committee of SPbITMO, Yakov Somov – co-founder of the Lectorium open education platform, Petr Safronov – lecturer at the Higher School of Economics, general director of the Moscow Philosophical Circle ANO, Gennady Egorov – archpriest, director of the Institute of Distance Education at PSTGU .
The problems that are of great interest to the scientific and pedagogical community, business and government are discussed: how can the university retain leadership in the field of training for the digital economy? How can the interaction of basic and additional education be established? Are online educational platforms an alternative or addition to classical higher education? What is the main goal of digitalization of the university? The Organizing Committee expresses gratitude to the key speakers and participants of the round table for an interesting and informative discussion, deep and comprehensive judgments, interest and willingness to participate in shaping the future of Russian education.

Scientific and pedagogical readings of professor V.A.Abchuk
On November 21, 2019, the Institute of Economics and Management hosted annual scientific and pedagogical readings in memory of Professor Vladimir Avraamovich Abchuk. This year, the topic of readings “Modern Management in Ideas and Concepts” made it possible for participants to make sure that the scientific works of Professor V. A. Abchuk in the field of management and entrepreneurship do not lose their relevance and originality. Memoirs about Vladimir Avraamovich were shared by colleagues who for many years knew him – A.V. Kondrashin, L.A. Gromova, A.P. Panfilova, M.S. Pasholikov. A special guest of the readings was Elena Vladimirovna Korshunova, the daughter of Vladimir Avraamovich, who spoke about previously unknown facts of his biography. Students’ reports presented at the readings were evaluated by a professional jury, and spectator voting was also organized. This year, the jury and the viewers coincided and the 4th year student Oleg Yakhno (“Organization Management”) took 1st place and the “Audience Award”; II place – Ekaterina Zabolotnykh (“Advertising and public relations”); III place – Anna Brovkina (“Organization Management”). All visitors to the readings had the opportunity to get acquainted with the exhibition of books by V.A. Abchuk. On the whole, Scientific and pedagogical readings were held in a very warm atmosphere, which encouraged students to be proud of belonging to the Herzen University, in which such an outstanding, versatile and wonderful professional worked – Honorary Professor of the Herzen State Pedagogical University named after A.I. Herzen, Vladimir Avraamovich Abchuk. The lecture was organized by Associate Professor Lyudmila Sergeevna Kiseleva.

Career Day & Student Project Competition
On November 21, 2019, the traditional event of the Institute of Economics and Management “Career Day – Student Projects Competition” was held. Welcoming speeches were delivered by the Vice-Rector for Inclusive Education of Herzen University, Kantor Vitaliy Zorakhovich, Director of the Institute of Economics and Management Kolyshkin Alexander Viktorovich and a graduate of 2007 with a degree in Organization Management, social project manager, Ethic Boutique manager Anastasia Yanovskaya. 6 projects prepared by students and schoolchildren were presented to the audience. The jury included professional managers, business and government representatives – the director of the Center for Financial and Economic Solutions in Education at the Higher School of Economics Kirill Zinkovsky, the general manager of Aviareps Aviation company Persits Svetlana Nikolaevna, the general director of the Velodrive chain of stores Ostapenko Kirill Evgenievich, the head of information Help Service of the St. Petersburg Union of Entrepreneurs Yulia Aravidis, Member of the Board of Directors of Show4me.com Music Interaction Network (London) Evgen Yanovsky, Maria Aleksandrovna Evnevich, member of the board of directors of the Maksidom chain of construction shops, graduates of the Institute of Economics and Management – development manager of the Petrovskaya Aquatoriya Museum Artyushina Elizaveta Olegovna and head of the human resources department of the Garant Group of Companies Vasilyeva Julia Gennadyevna and deputy chairman of the trade union committee of the Russian State Pedagogical University named after A.I. Herzen for work with students Vladimir V. Kazankin. By decision of the jury, the project “Around Herzen in 60 Minutes” took the third place, authors Sidorova Ulyana, Livshits Snezhanna, Sergeyeva Yana, Fedotova Elizaveta, Balashova Maria, the second place was taken by the project “Paper of Happiness”, authors – representatives of Tosno Efimova secondary school No. 1 Elizabeth, Anastasia Sakaryanu, Ruslan Melikov, Alexander Yakhontov and Ekaterina Kukushkina; The first place went to the project “Life skills: teach me how to live”, by Valery Konovalchuk and Grigory Polyakov. All participants were awarded with gifts and cash prizes from event partners. The event was decorated with musical congratulations of students of the institute. Olga Sergeevna Petrova, Anastasia Alekseevna Semenova, Kristina Bulkina and Tatyana Sergeevna Emanuel Bulkina worked on the organization of the Career Day holiday and the project competition.
